A fourth-generation native Californian, Howard Hart graduated from Dana Hills High School and graduated with a BA in Political Science from UC Irvine.
Howard then served his country as a Naval Intelligence Officer for thirty years, deploying to and living all over the globe before retiring at the rank of Captain in 2017. Howard is a survivor of the September 11 Pentagon attack, and his military citations include the Defense Meritorious Service Medal, the Meritorious Service Medal (4 times awarded), the Navy and Marine Corps Commendation Medal (4 times awarded), and the Navy and Marine Corps Achievement Medal. In 2008, he earned an MA in Military History from Norwich University.
Since returning home, Howard and Laura have been heavily involved in their community. Howard is a board member with California Youth Services, an active Rotarian, and served as a Planning Commissioner/Chair from 2019 to 2020. Howard has been blessed with a daughter, Christa, a son, Edward (deceased), and three stepchildren, Catherine, James, and John.
