The Water and Sewer Billing Division bills all residents and businesses for water and sewer service on a monthly basis. The division produces approximately 11,500 statements for active accounts each month for water and sewer services. The department also serves as a point of contact for customers who have inquiries regarding their bills and for residents who wish to establish a new account or close-out an account from a property which they have vacated.

A request to start or stop residential water service may be processed over the phone by calling 949-493-1515. A $16.55 service establishment fee is required to initiate service and will be applied to the first bill.
Water and Sewer Fees/Rates
San Juan Capistrano’s water service area has a budget-based tiered rate structure. Each month, all residential, landscape, and commercial customers receive a water allocation set at an efficient level of use. Outdoor allocation changes monthly and is calculated at the end of each monthly billing cycle to reflect actual weather conditions during that billing period. This structure is comprised of three components: Water use charges, water service charges and sewer use charges. The water use charge consist of four tiers which results in higher rates as the level of water consumption increases. The rates of consumption are based on the number of units of water delivered to a property. The rates for the fixed monthly water service charge are based on the size of the water meter serving a property. The rates for the fixed monthly sewer use charge are based on dwelling units for single family and multi-family residential customers or on the average winter flow for commercial customers. Construction Meter Service
If you will be doing construction work within our water service boundaries and require the use of a construction meter for a fire hydrant, please fill out the below application and bring it to the Customer Service Department. The current deposit for the construction meter is $1233.12, payable to the City of San Juan Capistrano. After review and approval from the Utilities Department your meter will be set at the requested hydrant within 7 business days.

2014 Water, Non-Potable Water and Sewer Rate Study
A cost of service rate study is typically performed by the City every three to five years. Periodic analysis of the water consumption trends in the City, the City's water supply, treatment and distribution costs, the costs for wastewater collection, treatment and disposal, and the rates necessary to support such costs, help to ensure the City's water and sewer rates recover the City's costs in providing these services and comply with all applicable laws. The rate study was discussed at several public meetings from March 2013 through June 2014. Policy on Residential Water Service
California Senate Bill 998 (SB 998) requires that no later than February 1, 2020, all public agencies providing residential water service in California adopt a policy that addresses such service.
