Human Resources is a department of the City Manager's Office. Human Resources implements and maintains a central personnel system for the City, providing guidance and support to all departments for:

S. Velez

Shelley Velez, HR/Risk Manger

Shelley Velez has over 33 years of municipal government human resources experience. Prior to her 2022 appointment as Human Resources and Risk Manager for the City of San Juan Capistrano, she served in the same role with the City of Dana Point. Shelley earned her Bachelor's of Science degree in Human Services from Cal State Fullerton and regularly attends professional conferences and workshops to stay abreast of new legislation, procedures, trends, and innovations related to human resources and risk management administration.
